That’s a good point and I thought of that as well. However, it’s worth a try and if it doesn’t help we reevaluate…

Won’t being timed on his homework cause MORE anxiety for Elliott?  Is he going to feel like he has to race to get as much done as possible during those 9 minutes?  And Emmett will no longer be bringing work home, but will he still be doing common core math while at school?
